Which UAE e-invoicing deadline applies to your business?
Separate scope, revenue evidence and provider appointment from implementation with a dated UAE e-invoicing decision worksheet.
If your accountant, software vendor and an older government table give you different dates, ask which decision each answer relies on. The first-cohort provider appointment deadline changed. The implementation date did not.
Before assigning a deadline, establish the person or entity involved, the transactions being considered and the evidence for its revenue. A supplier’s go-live date, your VAT registration status or the label “SME” cannot answer all those questions.
Rules checked: 30 September 2026. This is an educational worksheet for operational planning, not legal advice or a binding scope assessment. Have your accountant or qualified tax adviser confirm its application to your business, especially where the facts are unusual.
Read appointment and implementation separately
For those in scope, Article 5 sets separate accredited service provider (ASP) appointment and implementation deadlines in Decision 244 consolidated with Decision 66:
| Cohort | ASP appointment deadline | Implementation deadline |
|---|---|---|
| Revenue equal to or exceeding AED 50 million | 30 October 2026 | 1 January 2027 |
| Revenue below AED 50 million | 31 March 2027 | 1 July 2027 |
| Government entities | 31 March 2027 | 1 October 2027 |
Exactly AED 50 million belongs in the first row. Below the threshold is a later phase, not a general exemption.
The Decision 66 amendment replaces the original first-cohort appointment date of 31 July 2026 with 30 October 2026. The January implementation date remains. The MoF Guidelines v1.1, dated 1 June 2026, still show July in their rollout table. Use the amended legislation for that deadline.
Put both milestones into the project plan. Appointment requires a provider decision; implementation requires a working process. Ask the provider to explain and document the appointment and onboarding steps rather than treating a sales discussion as evidence of completion.
Use the defined revenue measure
Article 1 of the consolidated decision defines Revenue by gross income during the most recent Accounting Period. It refers to financial statements prepared under applicable UAE legislation or, where unavailable, other documentation acceptable to the FTA.
Record the period and supporting document alongside the figure. A rolling sales dashboard or taxable-profit figure needs reconciliation to the defined measure before it becomes project evidence.
For a new entity, shortened accounting period, branch structure or group arrangement, write down the question for your adviser. Do not annualise a partial period or substitute group totals on your own. The cited provisions do not provide a simple worked answer for every such case.
Classify transactions before relying on an exemption
Decision 243, Articles 3 and 4 establishes the business-transaction scope and specific exclusions. These include defined government sovereign-capacity transactions, particular airline transactions and qualifying financial services. An industry name alone does not establish that every invoice is excluded.
Article 5(2) of Decision 244 as amended leaves business-to-consumer transactions and persons exclusively engaged in them outside the mandate until a further Ministerial decision. Its definition concerns a natural-person recipient who is not carrying on business. A self-employed professional buying for business should not automatically be classified as a consumer.
For a hypothetical consultancy serving companies and private individuals, separate the transaction categories and ask which obligations apply. Do not mark the entire business exempt because some customers are consumers. Equally, do not invent a B2C implementation date from a B2B timetable.
VAT registration is also insufficient as a sole scope test. The MoF mandatory-fields guidance expressly addresses business activity regardless of VAT registration, subject to exclusions, and distinguishes tax and commercial electronic invoices.
Keep a decision worksheet with unresolved outcomes
Complete one sheet per person or entity being assessed. Preserve the reasoning so a later amendment or adviser response can be applied without reconstructing the discussion.
| Question | Evidence to record | Outcome to document |
|---|---|---|
| Who is being assessed? | Legal identity, structure and relevant registrations | Identified, or entity question for adviser |
| What transactions occur? | Anonymised examples grouped by customer and activity | Categories established, or classification unresolved |
| Is an exclusion relevant? | Exact provision and facts supporting it | Adviser confirmation needed, or conclusion recorded |
| Which revenue period applies? | Accounting-period dates, statements and gross-income evidence | Supported cohort, or revenue question unresolved |
| What are the two milestones? | Current decision and applicable cohort | Appointment and implementation dates recorded separately |
| What happens on receipt? | Supplier mix and current accounts-payable route | Inbound workflow questions assigned to finance/provider |
| Who approved the conclusion? | Adviser response, date and outstanding conditions | Decision recorded, or awaiting confirmation |
Use “needs adviser confirmation” when evidence is incomplete. That is more useful than a guessed date that the technical team later treats as an approved requirement.
A supplier’s deadline does not determine yours
Assess your own cohort from your own facts. Separately, prepare for how supplier documents will arrive and enter accounts payable. Decision 243, Articles 5 and 6 addresses recipients as well as issuers. The June MoF Guidelines, section 6.1 explains that buyer onboarding status does not remove the supplier’s obligation.
Ask your chosen provider how it handles counterparties in different phases, and obtain the practical transitional route in writing. Do not infer that every recipient must adopt its supplier’s revenue cohort, or that a later phase means incoming invoices can be ignored.
Once the worksheet has a supported conclusion, move to the invoice-data review. The readiness map connects that work to software, procurement and operating responsibilities.
For help translating confirmed scope inputs into a systems plan, bring your software list and unresolved questions. Tax and eligibility decisions still need your accountant or qualified adviser.
